Committee on Services for Individuals who are Deaf, Deaf
Blind, Hard of Hearing, and Late Deafened
2008-2009 Committee Goals
This committee is charged with the consideration of issues,
policies and programs impacting services for individuals who are
deaf, deaf-blind, hard of hearing and late deafened through the
public Vocational Rehabilitation program.
Goal #1
Advocate for implementation of the 5th Edition of the Model
State Plan (MSP) for VR Services for individuals who are deaf,
deaf-blind, hard of hearing and late deafened and develop a tool
or process to monitor the use in whole or in part of MSP by
states.
Goal #2
Develop a cooperative relationship with RSA liaison who has
a commitment, interest and knowledge of serving consumers who
are deaf, deaf-blind, hard of hearing and late deafened. *See
attached “Request for Rehabilitation Program Specialist”
document.
Goal #3
Advocate for the continuation and expansion of the Deafness
and Communicative Disorders Branch of RSA, which will assist
state agencies in developing qualified staff, state of the art
methods, and help provide expanded expertise in services for
deaf, deaf-blind, hard of hearing and late deafened individuals.
Goal #4
Continue to identify and assess the value of existing
training materials for rehabilitation of individuals who are
deaf, deaf-blind, hard of hearing and late deafened. Determine
how these materials relate to VR services and practices and make
this information available to states.
Goal #5
Continue to solicit input from State Coordinators for the
Deaf (SCD) on wording of RSA 911 codes and definitions for
hearing impairments and submit recommendations to RSA as they
revise 911 reporting form (sometime in the future).
Goal #6
Continue to develop MOU’s with American Association of the
Deaf-Blind (AADB) and Postsecondary Education programs Network (PEPNet).
Distribute a prototype to the State Directors and State
Coordinator for Deaf/Hard of Hearing Services as desired for
in-state replication of these entities.
Goal #7
Analyze what resources are being used to provide Independent
Living services for consumers who are deaf, deaf-blind, hard of
hearing and late deafened to determine their effectiveness in
serving these populations and to identify gaps in IL services.
Goal #8
Advocate for RSA to expand training programs for
Rehabilitation Counselors for the Deaf (RCD) and assist with
communication skills assessments.
