Committee on Services for Individuals who are Deaf, Deaf-Blind, Hard of Hearing and Late Deafened

Charge: This committee is charged with consideration of issues, policies and programs impacting services for individuals who are deaf, deaf-blind, hard of hearing and late deafened through the public Vocational Rehabilitation program.

Meeting Minutes

FY 2009-2010 Committee Goals

Goal # 1
Analyze what resources are being used to provide Independent Living Services for consumers who are Deaf, Deaf-Blind, Hard of Hearing or Late Deafened to determine their effectiveness in serving these populations and to identify gaps in Independent Living Services.

Goal #2
Continue to identify, assess existing training programs and advocate for RSA to expand programs for training Rehabilitation Counselors for the Deaf (RCD) and assist with communication skills assessment.

Goal #3
Put into action the activities, objectives, and goals outlined in the MOUs. Develop a system to evaluate, monitor and report activities resulting from implementation of MOUs. Continue to develop MOUs with American Association of the Deaf-Blind (AADB), Post-Secondary Education Programs (PEPNET) and the Association of Late Deafened Adults (ALDA). Distribute a MOU prototype to the State Directors and State Coordinators for the Deaf and Hard of Hearing Services as desired for in-state replication of these entities.

Model State Plan Sub-Committee Goals

Goal #1
Conduct State Director and State Coordinator surveys of the Model State Plan (MSP) implementation and need for technical assistance (General, Blind and Combined VR agencies).

Goal #2
Consider revision to the MSP as major changes are indicated by changes in the Rehabilitation Act authorization, RSA coding changes, etc.

Goal #3
Recommend that RSA include key issues of the MSP in the state monitoring protocol.

Goal #4
Develop and distribute a “MSP Tip Sheet” that summarizes the MSP and advocates use of the full document.
