CSAVR MANAGEMENT SERVICES COMMITTEE MINUTES

In Attendance: Joe Mathews-Chair, Bernie Steidle, Mick Coleman, Lisa Gifford, Ralph Vigil, Carl McRae, Kathleen Gavian, Afafe El-Khiami, Jim Harris, Alvin Miller, Leigh Ann Candler, Melinda Fruendt, Lynda Collins, Roy Albert, Nell Carney, Linda Johnston, Dale Barnum, Preston Coleman, Slagle Allbritton, Scott Dennis, William Gannon and Ellen O’Brien Saunders.

1. Overview and Introductions: Joe Mathews opened the meeting at 2:15 EST and members in attendance introduced themselves. Joe Mathews then reviewed the Management Services Committee goals and objectives for 2005 and the agenda for the meeting.

2. RSA Report - Slagle Allbritton: Slagle Allbritton updated the committee with a report from RSA. Most of the conversation concerned the potential closure of the RSA regional offices and the impact that the closure might have on the ability of staff to get everything done. While there aren’t any answers at this time, a committee within RSA will be looking at the change in work activity and will be working with CSAVR and other groups on a new monitoring and technical assistance tool for state agencies.

Slagle Allbritton discussed Section 107 Reviews and informed the committee that Section 107 Reviews for this year will be completed by RSA. This is a 2 year cycle so if states have not received their Section 107 Review last year, they are likely to be scheduled this year.

Harold Kay from RSA also talked about the Office of Management and Budget and Department of Labor and their work on common measures. RSA will be getting more information out to states as common measures become available. Harold thanked state agencies for the timely submission of their 911 and other data during the past year. The data for the 911 was completed much earlier than in the past and this will help RSA to be more up-to-date in submitting the data to Congress, OMB, and others.

3. Extensive Report Regarding Common Performance Measures - Ellen O’Brien Saunders: Ellen is the Executive Director of the Workforce Training and Education Coordinating Board for Washington State. Ellen talked about the work that her group is doing and the inclusion of several states within her project. Ellen was involved in a project called the Integrated Performance Information (IPI) Project. She provided the committee with an interim product entitled Integrated Performance Measures for Workforce Development: A Blueprint for States. The blueprint had 3 major sections: challenges; performance measures and shared information systems. It discusses the leadership challenges that states and local areas will encounter as they work to develop integrated performance information for the broad spectrum of programs within the workforce development system and it describes how several leading edge states have approached these challenges. The second section proposes a set of performance measures that can respond to policy makers’ curiosity about the results of programs, and the questions that they may have of the various programs currently in place. 4. Cost Benefit Analysis: There was some small discussion regarding a nationwide cost benefit analysis that could be available to all states. RSA is interested in working with CSAVR on this cost benefit analysis issue so that we have one national analysis that all states can use. However, because of the current disruption within RSA and significant downsizing of staff, that item will be tabled for the time being.
